- GENERAL
Ministry of Water Resources set up Mahanadi & Eastern Rivers Organisation (M&ERO) with Head Quarters at Bhubaneswar in February, 1995 by transferring to it the Eastern Rivers Circle, Bhubaneswar consisting of 3 Divisions, 8 Sub-divisions and 75 hydro-meteorological observation sites from Chief Engineer (SER), Hyderabad. Subsequently, after reorganisation in July 1995, one Division namely Brahmani Subarnarekha Division, was closed by transferring the Sub-divisions and sites under its control to Eastern Rivers Division.
In March, 1995 during restructuring of CWC, one field Directorate namely Monitoring & Appraisal Directorate was opened under M&ERO.

The region is headed by a Chief Engineer, with 3 Superintending Engineer/Director level officers in-charge of Hydrological Observation Circle, Monitoring & Appraisal Directorate and Co-ordination in the Chief Engineer’s office. The jurisdiction of the region is spread over nine East flowing river basins viz. Mahanadi, Subarnarekha, Burhabalang, Baitarani, Brahmani, Rushikulya, Vamsadhara, Nagavali and Sarada stretched mainly across the states of Orissa & Chhattisgarh and partly in Andhra Pradesh, Jharkhand and West Bengal. Presently, there are two Divisions under the H.O. Circle and 4 Sub-divisions under each Division.

The detailed activities of the Organisation include:
- Hydro-meteorological observations (Gauge, Discharge, Sediment & Water Quality) and flood forecasting in the 9(nine) river basins with the help of a network of river observation stations; hydro-meteorological data entry, processing, storage & dissemination; publishing the data so collected in the form of Water Year Books, Sediment Year Books and Water Quality Year Books and formulation and dissemination of flood forecasts to the local authorities under the jurisdiction.
- Administrative control over 1 Directorate, 1 Circle, 2 Divsions and 8 Sub-divsions including financial matter.
- Works related to monitoring of Major, Medium and Minor projects under General monitoring, AIBP(PMKSY), CAD&WM, FMP and RR&R of water bodies in the State of Odisha.
- Appraisal of medium irrigation projects for the State of Odisha and coordination between CWC (HQ) and State Govts., in respect of TAC / Planning Commission approvals.
- Collection, compilation and submitting information as requested by CWC / DoWR / Other agencies subject to fulfilling of the specified requirements.
- HYDROLOGICAL OBSERVATION CIRCLE, BHUBANESHWAR
Hydrological Observation Circle, Bhubaneswar is responsible for collection, validation and publication of hydro-meteorological data and flood forecasting through its two Divisions namely, Eastern Rivers Division (ERD) located at Bhubaneswar and Mahanadi Division(MD) located at Burla with 4 Sub-divisions under each Division.

- MONITORING & APPRAISAL DIRECTORATE, BHUBANESHWAR
Monitoring & Appraisal Dte., CWC, Bhubaneshwar, as a part of Mahanadi & Eastern Rivers Organisation deals with matters related to; monitoring of Major, Medium and Minor projects under Centrally Sponsored Accelerated Irrigation Benefit Programme (AIBP), Pradhan Mantri Krishi Sinchai Yojana (PMKSY), Command Area Development & Management (CAD&WM) Programme, Flood Management Programme (FMP), monitoring of on-going Repair Renovation & Restoration (RR&R) of Water bodies, techno-economic appraisal of Water Resources Projects (medium irrigation projects) and various flood management schemes received from the State Governments.
It undertakes monitoring visits to the projects and prepare monitoring reports and quarterly progress report of monitored projects. Director(M&A) maintains close co-ordination with Odisha State Government, CWC HQ and DoWR in respect of monitoring activities for projects.
It also scrutinizes the proposals for Central Assistance (CA) under AIBP, PMKSY, CAD&WM, FMP, RR&R etc. and recommends for sanction/release of CA to the CWC HQ and Department of Water Resources. Director, M&A is also the member of State TAC to the State Flood Control Board and Member of TAC for Irrigation Projects of Odisha Govt.
