Upper Ganga Basin Organisation (UGBO) is one of the fourteen regional organisations of the Central Water Commission functioning under River Management (RM) Wing. This organisation was established in March 1995 and is headed by a Chief Engineer who is assisted by Superintending Engineer (Co- ordination). The Organisation consists of one Hydrological Observation Circle (HOC) headed by Superintending Engineer at Dehradun and two Monitoring & Appraisal Directorate headed by Director at Lucknow and Agra. The jurisdiction of Upper Ganga Basin Organisation (UGBO) earlier covered the States of Uttarakhand, Uttar Pradesh, Chhattisgarh and Madhya Pradesh, however after re-organisation of the field offices vide CWC order no. K-12012/2/2018-WPC-Part (1) dated 30.03.2020, HOC, Varanasi and one its Division namely Middle Ganga Division-III, Varanasi have been carved out from UGBO and are now part of LGBO, Patna. With this the present jurisdiction of UGBO extends in Uttarakhand and Uttar Pradesh only. As regards the Hydrological Observations and Flood Forecasting on the river basins, UGBO deals with the upper reaches of Ganga Basin (excluding Yamuna Basin) up to Raebareli(Dalmau)on the main Ganga River and its tributaries Ramganga, Sharda, Gomti (upto Raebareli), Rapti, Ghaghra, etc. The jurisdiction of UGBO for Monitoring & Appraisal of Projects extends in the State of Uttar Pradesh and Uttarakhand. UGBO is entrusted with the work related to Hydrological observation, collection and Compilation of data, Maintaining & operating the Flood Forecasting Network, Water Quality Monitoring, Monitoring of Major & Medium Projects under General, AIBP, National Projects and CADWM, Appraisal of Medium Irrigation Projects in Uttar Pradesh and Uttarakhand , Appraisal and Monitoring of Schemes under RRR of Uttar Pradesh & Uttarakhand and e-flow monitoring on river Ganga in Uttarakhand up to Unnao in Uttar Pradesh.
