Services to the people

Flood and Inflow forecasting
The flood forecasting activities under TBO, Kolkata benefit about 67 lakh people in West Bengal (Districts: Cooch Behar, Jalpaiguri and Alipurduar in North Bengal) and people of Sikkim. For the purpose of flood forecasting the organisation has its jurisdiction much beyond Teesta basin and it serves people living along a few tributaries of Brahmaputra basin viz. Jaldhaka, Torsa, Raidak-I, Raidak-II and Sankosh. The organisation serves some tributaries of Brahmaputra basin viz. Jaldhaka, Torsa, Raidak-I, Raidak-II & Sankosh. There are a total of 11 no. (3 Sikkim + 8 West Bengal) flood forecasting stations and 5 no. inflow forecasting stations (all in Sikkim). The forecast is issued when water level reaches to the warning level in case of flood forecasting and threshold level in case of inflow forecasting.

Hydrological observation
For the purpose of water resources assessment, long term water related studies, water resources project development and flood/inflow forecasting this organisation maintains a network of Hydrological and meteorological data observation in Teesta basin and some tributaries of Brahmaputra basin as mentioned earlier. In addition, it also maintains three sites in Upper Mahananda River which is part of Ganga basin.

Water Quality Monitoring
Water quality monitoring network has been expended to all the sites of TBO on river banks. In addition, monitoring has also been started where industrial or urban waste is being discharged in the rivers.

Service in nation building

Water Resources Project Development
The Investigation Circle and Sikkim Investigation Division of TBO undertake Survey and Investigation works and preparation of Detailed Project Report of hydropower projects mainly focusing their activities in Sikkim State. The organisation was pioneer in this field in this state and prepared DPR of major hydropower Project having generating capacity of about 3088 mw. 

Water Resources Project Management
M&A dte. under TBO is mandated to monitor water resources projects in West Bengal receiving central financial assistance under AIBP, General Monitoring and under CAD&WM programme during its implementation phase. The Investigation Circle, CWC, Gangtok is monitoring 156 no. SMI Projects spread all over the State being funded under PMKSY-HKKP.

Also, TBO is extending Support to State Governments in implementation of National Hydrology Project by assisting in finalising the data collection networks proposed by the State implementing agencies of West Bengal and Sikkim.

Friendly cooperation with neighbouring countries

Co-operation with Bhutan
A field division office viz. Bhutan Investigation Division (BID) under TBO was opened by the Government of India in Bhutan especially for development of Hydropower, way back in 1961. The BID and other offices of CWC have carried out/executed several HE project and carried out investigations for many other projects also.

Flood data transmission
The entire country of Bhutan drains in to Indian States of Assam and West Bengal. The high velocity water brings huge amount of sediment creating problems of river bank erosion and sediment deposition along the river especially in plains. In order to manage these issues both the countries have created two joint mechanisms to discuss the issues and take appropriate measures 

Co-operation with Bangladesh
Water level data is communicated to Bangladesh through wireless (generally called, point to point communication) 3 times a day for the sites at Domohani on Teesta; Gazaldoba on Teesta; NH-31 on Jaldhaka and Ghugumari on Torsa from the respective field offices of TBO when the water levels reach at warning level in respective rivers.
