Functions of Cauvery and Southern Rivers Organisation
- Functions of CE office, Coimbatore:
- Responsible for smooth functioning of subordinate offices.
- Responsible for implementation of directives and policy decisions of CWC (HQ) and Ministry.
- Coordination with CWC (HQ) on matters of importance like Ministry references, Parliament questions, VIP references etc.
- Coordination with State governments for data collection, appraisal of projects, monitoring of ongoing projects which are Centrally assisted etc.
- Chief Engineer is member of various committees like CPDAC, PIRC, CWRC etc.
- Conducting Hindi Quarterly Meeting, Quarterly Progress/Hindi Pakwada etc.
- Monitoring Swacch Bharat such as action plan, progress etc.
- Cauvery & Southern Rivers Circle (C&SRC), Bengaluru
The Circle Office, Bengaluru has three Divisions, located at Chennai, Coimbatore, and Kochi. The details of each Division are as below:
- Southern Rivers Division (SRD), located at Coimbatore, has three Sub-Divisions located at Coimbatore, Tiruchirapalli and Madurai; all in Tamil Nadu State.
- South Western Rivers Division (SWRD), located at Kochi, has four Sub-Divisions located at Kochi, Thiruvananthapuram, Kozhikode (all in Kerala State) and Mangaluru in Karnataka state.
- Hydrology Division (HD), located at Chennai, was set-up under Hydrology Project and has three Sub-Divisions located at Chennai in Tamil Nadu, Kadapa in AP and Karaikal in U.T of Puducherry.
Functions Of C&SRC, Bengaluru
- Running and Maintenance of hydrological network stations consisting of 75 nos of existing sites, 55 nos of new sites and 43 telemetry stations in Cauvery & Southern Rivers Organization covering Cauvery, Pennar and East & West flowing rivers.
- Monitoring the inflow and outflow details of important reservoirs in Cauvery Basin.
- Hydrological observation, collection and compilation of data and publication of Water year, Water Quality and Meteorological Books.
- Under DWRIS Flood Forecasting Network were opened in the XII Plan.
- Maintaining & operating the Flood Forecasting Network in Pennar and Lower Cauvery river Basins.
- To represent MoJS / CWC in the regional Committees, Bodies etc.
- Provide necessary periodical inputs related to flows and storages in Cauvery basin to CWC(HQ), CWMA and Ministry
- Basin-wise study for Reassessment of water resources potential.
- Infrastructure Development related to HO and FF stations/sites.
- Regional Committee for Scientific Assessment of Flood Prone Area in India
- MONITORING DIRECTORATE, CHENNAI
Monitoring Directorate, Coimbatore under C&SRO started functioning from February 1995 which was later shifted to Chennai in 2018. This Dte has jurisdiction of the State of Tamil Nadu, UT of Puducherry and A & N Islands.
a.Functions of Monitoring Dte., Chennai
- General monitoring of ongoing irrigation projects
- Monitoring of projects implemented under AIBP
- Monitoring of works implemented under Flood Management Programme (FMP)
- Monitoring of works executed under CADWM Programme
- Monitoring of works taken under Repair, Renovation and Restoration (RRR) of water bodies
- Appraisal of Medium and Minor Irrigation Projects and preparation of draft TAC for Medium Irrigation Projects
- Appraisal of Flood Management Schemes of medium category in Tamil Nadu & Puducherry
- Preliminary appraisal of Irrigation & FMP Projects of Major category
- Appraisal and Monitoring of Anti-sea erosion Schemes (under Centrally sponsored FMP Scheme) in the States / UTs of Tamil Nadu, Puducherry & Andaman & Nicobar Islands
- Coordination with the State Governments and UTs on matters relating to Monitoring and Appraisal and other issues referred by CWC / Ministry
- Dealing of all VIP reference, court cases, Parliamentary matters pertaining to monitoring and appraisal projects.
- Director, Monitoring Directorate is member for the following Committees of State Governments and to attend meetings as and when required:
- State Level Monitoring Committee (SLMC) for CADWMP in Tamil Nadu.
- State Technical Appraisal Committee (TAC) for FMP in Tamil Nadu & Puducherry.
- State Technical Appraisal Committee (TAC) for AIBP (Minor Irrigation) in Tamil Nadu.
- State Technical Appraisal Committee (TAC) for RRR of Water Bodies in Tamil Nadu.
- BEACH EROSION DIRECTORATE, KOCHI.
Beach Erosion Directorate, Kochi under C&SRO was set up in 1995. This Directorate was set up to act as a field office to interact with maritime States / UTs and monitor centrally assisted anti-sea erosion schemes.
a.Functions of BED, Kochi
- Works related to protection of coastline from sea erosion and monitoring the implementation of Coastal Protection works
- Coordination with the State Governments regarding experimental works for construction of Anti Sea Erosion works including Maintenance
- Implementation of works of Coastal Management Information System (CMIS) along the coasts of 4 southern states.
- Inspection of coastal areas, collection of information regarding zones where beach erosion problems exist, the protection work done so far and portion to be protected and other relevant details from the State Governments.
- Monitoring the mapping work of shoreline changes in the coastal States.
- A detailed appraisal of medium projects for irrigation, flood management in State of Kerala & UT of Lakshadweep and Coastal protection projects.
- Preliminary appraisal of major irrigation and multipurpose projects in State of Kerala & UT of Lakshadweep.
- Monitoring of on-going Major, Medium & Minor irrigation, flood management, and Coastal protection projects under General category and under various schemes such as AIBP, RRR of Water Bodies, CADWM, PMKSY and FMP.
- Representing CWC in the technical Committees, Bodies etc. in States/ UTs.
- Coordination and interaction with state Governments on matters related to coastal erosion, projects under various Central schemes etc.
- Dealing of all VIP reference, court cases, Parliamentary matters pertaining to monitoring and appraisal projects.
- To draw up a programme of training for personnel engaged in coastal engineering in consultation with CWPRS Pune.
