- Director (Technical Coordination)
Director (TC) is responsible for, coordination of technical activities of CWC with MoWR and within CWC, providing assistance to Chairman, CWC in technical activities of CWC, registration and empanelment of consultants in the field of water resources sector, monitoring and coordinating the study on restructuring of CWC, preparation of Annual Report of CWC, collection, compilation and submission of material for weekly/monthly/half-yearly/yearly returns to MoWR and computerisation of financial matters such as generation of salary bills, rolls & salary slips in bilingual; expenditure statement (monthly, quarterly, half yearly & yearly); schedules of GPF, HBA & other advances; license fee for Govt. accommodation and other salary related works.
- Director (Training)
Training Directorate arranges and co-ordinates activities related to training programmes/ seminars/workshops in fields of water Resources Sector for in-service offices of CWC and other Central/State Govt. Departments and their Organisations. Training Directorate also arranges Apprenticeship Training for fresh engineering graduates/diploma holders/vocational certificate holders in collaboration with Board of Apprenticeship Training, Kanpur.
- Secretary, CWC
Secretary, CWC is looking after establishment matters of officers belonging CWES and matters related to vigilance, accounts, budget, O&M, Commission meetings etc. Secretary, CWC is also designated as Vigilance Officer and Grievance officer for CWC. Broad duties of sections under Secretary, CWC are given below:
- Establishment-I Section
Establishment I section looks after establishment matters related to Group 'A' Engineering officers of the rank of Director/Superintending Engineer and above and conducting Annual Departmental Examination for Engineering officers in the grades of Assistant Director and Extra Assistant Director.
- Establishment-II Section
Establishment II section looks after administrative and establishment matters related to Group 'A' Engineering officers of the rank of Deputy Director/Executive Engineer.
- Establishment-III Section
Establishment III section looks after administrative and establishment matters related to Group 'A' Engineering officers of the rank of Assistant Director/Assistant Executive Engineer.
- Establishment-V Section
Establishment V section looks after administrative and establishment matters related to Group 'B' engineering officers of the grade of Extra Assistant Director/Assistant Engineer/Design Assistant.
- Commission Meeting & Vigilance (C M & V) section
CM&V section looks after matters related to processing of complaint cases relating to vigilance/disciplinary matters, Commission meetings, their agenda, minutes and follow-up action and maintenance of Confidential Reports of all gazetted officers upto and including the rank of Director/Superintending Engineer of CWC.
- Organisation & Methods (O & M) Section
O&M section deals with matters related to disposal of VIP references, grievance cases, scrutiny of various O&M returns/statements prescribed in the Manual of Office Procedure, delegation of financial powers to the subordinate authorities in CWC, compassionate appointments (excluding Work-charged Establishment), carrying out annual O&M Inspection of sections and subordinate offices of CWC, organizing O&M Workshops, procurement and supply of reference books on Service Rules to various sections of CWC (headquarters), and maintenance of Record Room.
- Budget & Accounts Units
The accounts, cash and budget work in the Central Water Commission is under the charge of an Accounts Officer who is also to advise the Commission in all matters relating to the operation of financial and other related rules of the Government. Six sections dealing with accounts and budget work and the respective categories of officers/works being dealt by them are as follows:
i) Accounts - I Section Non-Gazetted technical and non-ministerial Staff ii) Accounts - II Section Non-Gazetted ministerial and Canteen staff, maintenance of GPF account of Group 'D' staff iii) Accounts - III Section All Gazetted officers iv) Accounts - IV Section TA/LTC/TTA claims etc. v) Budget Section Budget of the Commission, appropriation accounts, control of expenditure and recovery of consultancy charges vi) Accounts (Works) Section Processing of salary bills of work charged staff/casual labours, stipend bills of trainees, bills related to news paper purchase by CWC officers, purchases of hardware, software, furniture and other items, issue of ST/IT certificates etc. - Work Plan Cell & Coordination Section
Work Plan Cell & Coordination Section looks after the Continuation of Temporary posts/Abolition of posts, transfer of posts, fiscal & financial progress of Plan Schemes, Shifting of Headquarters etc.

Director (Administration) is looking after all the administrative and establishment matters of the cadres of Central Secretariat Services (CSS), Central Secretariat Clerical Services (CSCS), Central Secretariat Stenographers Services(CSSS),Wireless Staff, Hindi posts for HQs, Library, CWC Canteen staff, Group D employees of CWC (Hqrs) and matters related to the Office Council Meetings of CWC, Departmental Council Meetings of MoWR, allotment of residential government accommodation to employees of CWC (HQ), issue of CGHS card and recognition of services associations. Director (Admn) is designated as Welfare Officer . He is also designated as CPIO under RTI Act. Director (Administration) looks after works of the following sections:

- Establishment VIII Section
Establishment VIII, headed by Under Secretary (E-VIII), section is responsible for looking after the administrative and establishment matters of cadres of Senior Gestentner Operator and Book Binder under Group 'C', Library attendant, Binding Assistant, Junior Gestentner Operator, Daftry, Peon, Messenger, Farash, Chokidars, Safaiwala & Helper under Gorup 'D', supply of uniforms/liveries to Group 'D' staff & Drivers and matters related to Office Council Meetings of CWC, Departmental Council Meetings of MoWR, allotment of residential government accommodation to employees of CWC (HQ), issue of CGHS card and recognition of services associations
- Establishment IX Section
Establishment IX looks after establishment matters related to cadres of CSS, CSCS, CSSS, Department of Official Language, Accounts Officer, Staff car drivers/despatch riders, matters relating to nomination of invigilators for exams conducted by UPSC and welfare activities including sports.
- Establishment XII Section
Establishment XII looks after matters related to implementation of the Scheme of Grant of Temporary Status and Regularization-1997 in respect of Seasonal Khalasis and other related matters in respect of work charged staff. Administrative and establishment matters of work charged staff at field offices of CWC are looked after by the respective Circle/Division offices.
- Establishment XIII Section
Establishment XIII looks after all establishment matters related to cadres of Wireless Staff, CWC Canteen staff, staff of Publication Division of CWC under Technical Documentation (TD) Dte., matters related to management of CWC canteens and renting of accommodation of field offices of CWC.
- Receipt & Issue (R & I) Section
R&I section, headed by Under Secretary (R&I), is responsible for movement of dak within and outside CWC.
- Director (Establishment-I)
Director (Establishment-I) is looking after all the administrative and establishment matters pertaining to cadres of Junior Engineers (Civil & Mech), Drawing staff, Ministerial staff of subordinate offices along with Stenographers, Storekeeper and Hindi Translator in field offices; coordination work relating to establishment cases; collection, compilation and submission of information for various returns including those relating to SCs, STs, OBCs, physically handicapped persons, Ex-servicemen etc.; matters pertaining to grant of pensionary benefits to all categories of employees excluding non-gazetted staff working in field offices, implementation of official language policy and all related matters and maintenance of CRs of all non-gazetted officers and staff of CWC. Deputy Secretary-I is designated as Liaison Officer for SC/ST/OBC and is also designated as Rajbhasha Adhikari.
Broad duties of sections under Director (Establishment) are given below:- Establishment IV Section
Establishment IV section, headed by Under Secretary (E-IV), is responsible for, matters pertaining to grant of pension, gratuity & commutation etc. to group A, B, C & D officers (excluding non-gazetted staff working in field offices whose cases are finalized by the concerned controlling officers); medical allowance to retired personnel living in non-CGHS areas; preparation of pensioner's I-Card; coordination
- Establishment VI Section
Establishment VI section is looking after the administrative and establishment matters pertaining to cadres of Junior Engineers (Civil & Mech).
- Establishment VII Section
Establishment VII Section is looking after the administrative and establishment matters pertaining to ministerial posts of the grade of Office Superintendents, Assistants, UDCs, LDCs, as well as the posts of the grade of Store Keepers, Stenographers and Hindi translators posts of the subordinate offices and cadre management of the ministerial posts of subordinate offices.
- Confidential Report Section
Confidential Report Section is responsible for maintenance of Confidential Reports of all non-gazetted employees of CWC and its subordinate offices and other related matters.
- Hindi Section
Hindi Section is responsible for, implementation of official language policy of the Union Government as laid down inter-alia in the Official Languages Act, 1963 (as amended) and the Official Languages Rules, 1976, translation work from Hindi to English and vice-versa pertaining to CWC (Hqrs.), preparation of Hindi equivalents of technical terms pertaining to disciplines connected with the functions of the Commission and implementation of Hindi Teaching Scheme.

Director (Establishment-II) looks after administrative and establishment matters of Drawing staff, Indian Statistical Services (ISS), Indian Economic Services (IES), Subordinate Statistical Services (SSS), Hydromet and Scientific services.

Establishment X section, headed by Under Secretary (E-X), is responsible for looking after the administrative and establishment matters of drawing staff cadre, i.e. Head Draftsman, Draftsman Grade-I, Draftsman Grade-II and Draftsman Grade-III.

Establishment XI looks after administrative and establishment matters related to cadres of ISS (Group 'A' and Group 'B'), IES (Group 'A'), SSS, Hydromet & Scientific Cadres (Group 'A' & Group 'B') and Isolated Cadres.
