International Cooperation

1.Thematic Pillar- “Irrigation & Efficient Water Use” under India- European Union Water Partnership

IEWP Ph-II envisages development of Irrigation Efficiency Protocol for quick assessment of WUE for medium irrigation projects under the Thematic Pillar “Irrigation & Efficient Water Use”. Chief Engineer (POMIO) has been nominated as the nodal officer from CWC. A Joint Technical Working Committee has been constituted under the Chairmanship of Chief Engineer (POMIO) and Director (IPO) as Member Secretary. A Joint Meeting between Indian and EU side was held on 14.01.2022 co-chaired by Member (WP&P), CWC from Indian side in which the Flexible Action Plan for IEWP Ph-II has been adopted. Thereafter, a meeting was held on 09.02.2022 to kick start the activities under the Thematic Pillar “Irrigation & Efficient Water Use”.
Joint Working Group Meeting between Prof. Charlotte, GIZ team and CWC under India Europe Water Partnership’s (IEWP) Phase 2 was held on 2nd -4th May 2023 and 16th Nov 2023 to review and discuss the draft protocol developed for the Assessment of Irrigation Efficiency for the Thematic Pillar “Irrigation & Efficient Water Use”

2.Memorandum of Cooperation (MoC) between India-Japan in the Field of Water Resources

a)Brief Status

A Memorandum of Cooperation (MoC) was signed between DoWR,RD&GR, MOJS (GoI) and Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of Japan on December 11, 2019 in the field of Water Resources. The specific areas of Cooperation as per the Paragraph III of the above MoC are as under:
i. Integrated Water Resources Management including River Basin management;
ii. Collaboration in the field of use of modern technology and scientific knowledge for efficient use of water and developing appropriate decision support system;
iii. Flood management and forecasting;
iv. Promoting water management, water quality issues and water cycle management through innovative concession arrangements;
v. Capacity building including science and technology development;
vi. Water use efficiency;
vii. Any other mutually agreed areas as decided by the Parties.
A Joint Working Group (JWG) comprising of equal numbers of members from both sides to take forward the strategic partnership and the activities envisaged in the MoC. Sh. Padma Dorje Gyamba, Chief Engineer, POMIO, CWC has been nominated as a Member Secretary of Indian side JWG.

3.India- Australia Joint Working Group

A Memorandum of Understanding (MoU) has been signed between the Govts. of India and Australia in the field of Water Resources Management. One of the priority areas under the collaboration is an Irrigation Efficiency Pilot Project for which Chief Engineer (POMIO) has been assigned as the Nodal officer. Under the pilot project, command area of around 560 ha. lying in the Kichakeswari Panipanchayat under Subernarekha Irrigation Project (Odisha) has been identified for carrying out the improvements/ modernization by the Australian side with an objective of improving the crop production in the region. Australian side has awarded the work for carrying out the scoping study to Irrigation Australia Limited (IAL). The scoping study report has been received from Australian side on 18.08.2022.
