Performance Overview & Management Improvement Organisation

Chief Engineer (POMIO) is responsible for, the Performance Evaluation and water use efficiency studies of completed irrigation projects through consultants; scrutiny of the drainage projects proposals; promotion of Water Audit, Benchmarking, PIM, WUAs in the States and UT by developing linkages with WALMls /IMTIs and rendering expert assistance to the National Water Mission. It is also responsible for activities related to new initiative of Support for Irrigation Modernization Program (SIMP) with technical support from Asian Development Bank (ADB). It is also responsible for development of protocol for quick assessment of water use efficiency under Thematic Pillar “Irrigation & Efficient Water Use” under India-EU Water Partnership. It is also responsible for appraisal and providing consultancy / assistance in preparation of chapter of Detailed Project Report (DPR) related to construction methodology, equipment planning, construction scheduling for Hydropower Projects (HEPs), Irrigation and Multipurpose Projects. There are two Directorates under POMIO, CWC:

1. Control Board & Plant & Machinery Directorate:

This Directorate is responsible for providing secretarial support to Chairman, CWC in matters related to Betwa River Board (BRB) and Bansagar Control Board (BCB). It is to mention that Chairman CWC is Chairman of Executive Committee of both these boards i.e. BRB and BCB. This directorate is also responsible for appraisal and providing consultancy / assistance in preparation of chapter of Detailed Project Report (DPR) related to construction methodology, equipment planning, construction scheduling for Hydropower Projects (HEPs), Irrigation and Multipurpose Projects. Providing assistance to Bureau of Indian Standards (BIS) as member of different committees i.e. MED-18 (Mechanical Engineering Division-18) and SSD-14 (Service Sectional Committee), providing assistance to projects/states in procurement and disposal of heavy earth moving and construction equipment by way of tender evaluation, providing assistance to states in vetting of technical specifications of equipments for procurement, fixing reserve price/ transfer value of equipment, rehabilitation of surplus equipments, settling claims of major construction agencies by finalizing hire charges of equipment and rate analysis etc. in water resource sector in country. Further, the work includes Performance Evaluation studies of completed irrigation projects through consultants. These studies include assessment of water use efficiency, IPC – IPU gap diagnosis, environmental, socio-economic, agronomic and B.C. Ratio, Identification and analysis of problems of under utilization of created irrigation potential, Undertake activities to promote advance irrigation techniques and best practices.

2. Irrigation Performance Overview Directorate

Director (IPO) is responsible for preparing and revising guidelines for various studies related to major and medium irrigation projects. It is also responsible for conducting water use efficiency of selected completed irrigation projects. It shall promote water Audit and Benchmarking, in the states/ UTs by developing linkages with WALMIs/IMTIs. It shall scrutinize Water use efficiency studies carried out by various agencies. It shall render expert assistance to the National Water Mission through examination of the inception, draft and final reports of the Baseline WUE Studies being conducted by the Mission. Documentation, dissemination as well as promotion of best irrigation/ agricultural practices in the country and related matter. It also scrutinizes the research proposals received through INCSW and discharge secretariat functions for special committee on drainage. It is also responsible for activities related to new initiative of CWC, Support for Irrigation Modernization Program (SIMP) with technical support from Asian Development Bank (ADB).
