Work Profile: Shri Navin Kumar is presently working as Member (Water Planning & Project) Central Water Commission (CWC), Department of Water Resources, RD & GR, Ministry of Jal Shakti & ex-officio Additional Secretary to GOI. He is also the Chairman of Upper Yamuna River Board (UYRB) & Chairperson of Mahadayi PRAWAH. Sh Navin Kumar did his B. Tech in Civil Engineering from IIT, Delhi in the year 1986 and M. Tech in Soil Mechanics & Foundation Engineering also from IIT, Delhi in the year 1988. He joined Central Water Engineering Service (CWES - Group A) in the year 1988 based on Combined Engineering Services Examination, 1986 conducted by UPSC.
Shri Navin Kumar also worked as Member (D&R) before assuming the charge of Member (WP&P) on 1st February, 2023. Before joining CWC as Member, Shri Navin Kumar was Member (Water Resources) of Cauvery Water Management Authority (CWMA) & Chairman, Cauvery Water Regulation Committee (CWRC) from March 2019 to December 2022. During his tenure in CWMA, he carried out things necessary, sufficient and expedient for securing compliance and implementation of the award of the Cauvery Water Disputes Tribunal including (i) storage, apportionment, regulation and control of Cauvery waters; (ii) Supervision of operations of reservoirs; and (iii) Regulated release by Karnataka at the Billigundulu gauge & discharge station of CWC.

During his tenure as Chief Engineer (Irrigation Management Organisation), CWC from March 2015 to March 2019, Shri Navin Kumar dealt with Techno-economic appraisal of DPR/FR/PFR/concept notes of Irrigation / Multipurpose / Hydroelectric / Water supply / Thermal power projects from Inter-State, Irrigation planning and economic viability / evaluation angles, Inter-State issues related to water and organizing meetings of Supervisory Committee on Cauvery as Member-Secretary of the Committee and organizing other Inter-State meetings.

He has lot of experience in Inter-State issues related to Water both within the country and internationally between India and its neighbouring countries. He worked on Joint Expert Level mechanism set up between India and China on provision of flood season hydrological data, emergency management and other issues regarding trans-border rivers, India–Bhutan matters related to water sector.

Currently as Member (WP&P), Sh Navin Kumar is looking after the works related to appraisal, Inter-State issues, monitoring, funding and review of Major/Medium Irrigation Projects, National Projects and Multi-Purpose Projects, monitoring of water levels of major reservoirs in the country, matters related to International Cooperation in Water Resources Sector, Basin Level Planning/Assessment of water resources, Irrigation Management Aspects (performance of irrigation projects), Environmental Management, National Water Policy and various Boards in respect of Water Resource Projects, etc.
Shri Navin Kumar has undergone training on e-water source jointly organised by CWC, NWA and e-water, Australia and Management Training programme at Pune. He has also attended two weeks training programme on Dam Safety and Reservoir Management at Deltares Delft, the Netherlands, Valencia, Spain and Lausanne, Switzerland from during 14-25, 2018. He is the Lifetime Member of Indian Geotechnical Society (Delhi Chapter) (IGS).
